The Prince Edward Island Advisory Council on the Status of Women awards the Government of Prince Edward Island a B+ (77.5/100 points) on progress towards gender equality goals from 2019 to 2021. This is the highest grade for government since the Report Card was initiated in 2007 and since the first pilot report was released in 2008.

The 2022 Equality Report Card assesses actions taken by the current government, elected April 23, 2019, and led by Premier Dennis King. The assessment is based on comprehensive reports from government on initiatives to March 31, 2021, and Council has also credited significant announcements since then.

In awarding a B+ for progress, Council members express that they are pleased with government progress over two years. The grade for progress does not mean PEI has reached the three-quarter mark towards equality overall. As Council analysis, community perceptions, and focus group observations in this report indicate, community consensus is that we are at best halfway to gender equality overall in PEI, and we are not yet at the halfway mark for people living with low income or for groups labelled “diverse” because they are subject to systemic disadvantage and discrimination.

HISTORY

The Equality Report Card is a process to assess Prince Edward Island’s progress towards women’s equality goals. It was initiated by the PEI Advisory Council on the Status of Women in 2007 and is unique in Canada.

The PEI Advisory Council on the Status of Women’s goal is to use the Equality Report Card process as a tool to work collaboratively with government to help the Province achieve high grades in all categories. This will be the only Equality Report Card for this mandate of government and will proceed regardless of any change in government.

The Report Card process begins with a new government’s mandate after an election. During any four-year mandate of government, there will ordinarily be two Equality Report Cards; this was not possible during the current mandate of government due to interruptions caused by COVID-19.

Previous Equality Report Cards were published in 2008 (pilot), 2009 and 2011; 2013, 2015, and 2018. Models and benchmarks were adjusted by Council members each time there was a new government mandate. The renewed model represented in this document is intended to simplify reporting and assessment and make these more transparent. The new model rewards the work of sustaining equality goals that have been achieved up to April 2019 and provides more room for government to nominate their own priority actions towards gender equality.

Le Conseil consultatif sur la situation de la femme de l’Île-du-Prince-Édouard accorde la note de B+ (77,5/100 points) au gouvernement de l’Île-du-Prince-Édouard en ce qui a trait aux progrès réalisés par rapport aux objectifs en matière d’égalité des femmes entre 2019 et 2021. Il s’agit de la note la plus élevée accordée au gouvernement depuis l’entrée en vigueur de la Fiche de rendement en 2007 et la publication de la première
évaluation des projets pilotes en 2008.

La Fiche de rendement sur l’égalité 2022 évalue les mesures prises par le gouvernement actuel, élu le 23 avril 2019 et dirigé par le premier ministre Dennis King. L’évaluation est fondée sur des rapports exhaustifs produits par le gouvernement concernant différentes initiatives jusqu’au 31 mars 2021, et le Conseil a aussi tenu compte de plusieurs annonces importantes faites depuis cette date.

En accordant la note de B+, les membres du Conseil indiquent leur satisfaction à l’égard du gouvernement pour les progrès réalisés pendant les deux années. Cela ne signifie pas que l’Île-du-Prince-Édouard ait atteint la cible globale des trois quarts en matière d’égalité. Selon l’analyse du Conseil, les perceptions collectives et les observations formulées par les groupes de discussion, le consensus collectif est que nous sommes tout au plus à mi-chemin en ce qui concerne l’égalité des femmes à l’Île-du-Prince-Édouard et que nous n’avons pas encore atteint cette étape dans le cas des personnes à faible revenu ou des groupes dits « issus de la diversité » qui, de manière systémique, sont défavorisés et font l’objet de discrimination.
