PEIACSW EXECUTIVE DIRECTOR JOB DESCRIPTION
COUNCIL
Leadership and Team Management
- Lead and manage the staff team, fostering a collaborative and healthy work environment
- Coordinate staffing processes, including recruitment, onboarding, training, support, and performance reviews
Operational Oversight
- Oversee management of office information systems, ensuring compliance with records management protocols
- Coordinate the activities and meetings of the Executive Committee and serve as a member, providing strategic input and oversight
Policy Development and Implementation
- Lead the development, maintenance, and periodic updating of Council policies, including the PEIACSW Handbook for Council and Staff, ensuring these reflect organizational values
- Ensure the consistent application of Council policies across the organization
Advisory Council Engagement
- Support the Chairperson in her leadership role of the Council-member team
- Actively participate in Council meetings, providing expertise and leadership to guide discussions and decision-making
RESEARCH AND COMMUNICATIONS
Public Relations
- Act as a public spokesperson for the Council, representing its views and positions
- Coordinate external communications on behalf of the Council
Gender and Diversity Research
- Oversee research and analysis related to gender and diversity in policy development and the agency’s positions
- Ensure that gender and diversity considerations are integrated into the Council’s policy discussions and recommendations
Internal and External Communications
- Promote effective communication between the Council office and the Council members
- Maintain and strengthen the Council’s working relationship with the Interministerial Women’s Secretariat
- Support the Chairperson to effectively lead the Council’s collaborative relationship with the Minister Responsible for the Status of Women
PROGRAMS AND SERVICES
Strategic Project Leadership
- Set priorities and develop workplans for projects and programs based on Council direction, values, and strategic priorities
- Oversee the coordination of core Council projects such as the Equality Report Card project, including the model, processes, content, research, and communication efforts; and the Purple Ribbon Campaign, including messages, strategic goals, partnerships, communications, and events
- Conduct evaluations for selected projects to assess effectiveness, impact, and alignment with Council priorities
Fostering Good Relationships
- Serve on external committees and undertake project work related to the Council’s mandate and represent the Council’s interests in relevant external forums
- Contribute to the Council’s outreach and networking activities to foster good relationships and strengthen Council’s presence and impact
- Build good relationships with key stakeholders, including government, non-governmental organizations, and other relevant groups
FINANCIAL MANAGEMENT
Budget Planning and Oversight
- Develop and manage the annual operating budget as approved by Council
- Monitor expenditures to ensure fiscal responsibility and alignment with government expectations
Financial Reporting and Accountability
- Prepare accurate and timely financial reports for the Council and provincial funders
- Ensure compliance with public sector accounting standards (PSAS) and provincial reporting requirements
Internal Controls and Risk Management
- Maintain appropriate internal financial controls
- Support risk management through prudent financial practices
Contract Oversight
- Manage contracts for consultants, research, or administrative services
- Oversee contract bookkeeping/accounting processes
Audit Coordination
- Act as the primary contact for financial audits or reviews
- Implement any audit recommendations related to financial management
Council and Stakeholder Engagement
- Present financial updates to the Council and respond to inquiries
- Support financial transparency to government ministries and other stakeholders
Administration of Financial Policies
- Implement and uphold internal financial policies and procedures
- Ensure that policies align with provincial guidelines and agency mandate
- Serve as an authorized signer on Council accounts and transactions
- Ensure transparency and accountability in the use of public funds
ACSW STRATEGIC PRIORITIES, 2022-2027
- BASIC INCOME GUARANTEE (POVERTY ELIMINATION)
- Strengthening women’s economic security, with a focus on women’s empowerment and eliminating poverty
- WOMEN’S AND DIVERSE GENDERS’ PHYSICAL AND MENTAL HEALTH
- Advocating for women’s physical and mental health, with a focus on social determinants of health
- SUPPORTS FOR CAREGIVERS AND CAREGIVING
- Valuing caregiving and other gendered unpaid and underpaid work, and building support for caregivers
- ENDING GENDER-BASED VIOLENCE
- Working on gender-based violence prevention as it affects women and children, and addressing trauma and harm from violence
PEIACSW STRATEGIC PLAN 2024-2027
In May 2024, members of the PEI Advisory Council on the Status of Women identified seven strategic goals for 2024 to 2027. Each goal has an action plan, and roughly two-thirds of Council’s strategic goals are on-track to be met by November 2025. Notes indicate priorities for follow-up and ongoing work.
- Goal #1: Use the 50th Anniversary (2025) as a platform and opportunity for expanding profile and engagement across the province
- Action plan will be completed and most goals met by November 2025, including hosting an anniversary event October 23, 2025
- Follow-up to include continued relationship with the Provincial Heritage Fair and use of resources created (such as an historical timeline) to leverage continued benefit
- Goal #2: Choose and invest in intentional partnerships to build solidarity & collective action around PEIACSW four priority areas of focus (priorities noted above)
- Actions to create and apply partnership review of tools and templates completed
- Follow-up will involve continued review tools and processes annually
- Goal #3: Increase administrative capacity to better manage and balance administrative responsibilities of the organization
- Actions will be completed and goals met by November 2025, including hiring additional part-time administrative support in July 2025
- Goal #4: Improve onboarding and succession planning with council members, staff, and community partners
- Most identified actions will be completed by November 2025, including developing tools to support onboarding and succession planning and onboarding of a new Chairperson in January 2025; others ongoing
- Follow-up will include orientation and onboarding with future new members appointed to Council, continuing to incorporate learning and development, exploring use of exit surveys, and continuing succession planning/onboarding processes
- Goal #5: Cultivate and model a healthy workplace
- Actions will be completed and goals met by November 2025, including conducting an organizational management review and implementing recommendations
- Cultivating and modelling a healthy workplace will continue to be a priority
- Goal #6: Produce an Equality Report Card that reflects the diverse experience and make-up of PEI and is evidence based and encourages progress on gender equality
- Actions to prepare for the 2026 Equality Report Card will be completed by November 2025, including the assessment model and a workplan
- Follow-up will include following the workplan to project completion in April 2026
- Goal # 7: Engage diverse voices and perspectives of all ages and backgrounds in PEIACSW work
- Actions slated for 2024-2025 will be completed by November 2025, including updated recruitment/engagement materials
- Follow-up will include ongoing actions such as identifying and engaging with groups that are not represented on current Council, maintaining a presence in forums with diverse groups, and ensuring partnership-building includes new and diverse voices
